In an announcement from the Junta de Andalusia, those purchasers who unwittingly purchased a property with an illegally gained license will not be punished. There are approximately 18,000 properties that fall into this catergory and most of them will be declared legal.  The developers who gained licences illegally means will be penalized accordingly.

These developers will be most likely be asked to hand over other plots of land they own, to be turned into parks and public areas. 

Its about time commonsense came through on this matter, as many, many clients bought in good faith and punishing them was totally unresonable and likely kept flocks of potential buyers away.
